General Counsel Human Resources Division 100 Cambridge Street, Suite 600 Boston, MA 02114 Dear Attorney Heffernan: I have received the petition of Darius Gibson appealing the nonresponse of the Human Resources Division (Division) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 18, 2024, Mr. Gibson requested “a copy of the civil service exam submitted by a person named . . ., [and] a copy of the resume submitted by [an identified individual] with her civil service exam.” Claiming to not yet have received responsive records, Mr. Gibson petitioned this office and this appeal, SPR25/0104, was opened as a result. It is my understanding that the Division intends on providing a written response to Mr. Gibson. Accordingly, the Division is ordered to provide Mr. Gibson with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Gibson may appeal the substantive nature of the Division’s response within ninety days. See 950 C.M.R. 32.08(1).
