The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records January 24, 2025 SPR25/0106; SPR25/0108 David Vigneault Executive Director Dukes County Regional Housing Authority 21 Mechanic Street, P. O. Box 4538 Vineyard Haven, MA 02568 Dear Director Vigneault: I have received the petitions of Kim Jekyll appealing the nonresponse of the Dukes County Regional Housing Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). In two (2) separate requests on December 24, 2024, Ms. Jekyll requested the following records: [1] Any and all 2020 to 2024 non-recorded agreements between Dukes County Housing Authority and Island Housing Trust[;] [2] Any and all 2020 to 2024 memos of understanding between Dukes County Housing Authority and Island Housing Trust[;] [3] All 2020 to 2024 Dukes County Housing Authority correspondence with home inspectors or the staff of home inspectors. Claiming to not yet have received responsive records, Ms. Jekyll petitioned this office and the following appeals, SPR25/0106 and SPR25/0108, were opened as a result. Subsequently, I learned the Authority intends on providing a written response to Ms. Jekyll. Accordingly, the Authority is ordered to provide Ms. Jekyll with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Ms. Jekyll may appeal the substantive nature of the Authority’s response within ninety days. See 950 C.M.R. 32.08(1).
