The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records January 23, 2025 SPR25/0109 Paul J. Iversen Records Access Officer City of Framingham 150 Concord Street Framingham, MA 01702 Dear Mr. Iversen: I have received the petition of Paul Duncan appealing the response of the City of Framingham (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 14, 2024, Mr. Duncan requested, “Framingham Police Dept. overtime budget from July 1, 2023 to July 1, 2024 and the Police rank overtime expenditures for each shift. The day shift rank overtime expenditures, the evening shift rank overtime expenditures and the overnight rank overtime expenditures. Also the Police overtime budget for fiscal 2025 starting in July of 2024 and the overtime expenditures for rank overtime for the day shift, evening shift and overnight shift.” The City provided a response on November 25, 2024. Unsatisfied with the City’s response, Mr. Duncan petitioned this office and this appeal, SPR25/0109, was opened as a result. Subsequently, the City provided a supplemental response on January 13, 2025. Where this appeal was opened as a result of the City’s November 25th response, I will now consider this administrative appeal closed. Mr. Duncan may appeal the substantive nature of the City’s January 13th response within ninety days. See 950 C.M.R. 32.08(1).
