The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records January 31, 2025 SPR25/0193; SPR25/0194; SPR25/0195 Brian Gilman Selectboard Member Town of Cummington 33 Main Street Cummington, MA 01026 Dear Mr. Gilman: I have received the petitions of Saul Casdin appealing the responses of the Town of Cummington (Town) to three requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 19, 2024, in three separate requests, Mr. Casdin sought the following: SPR25/0193 “All emails sent by [an identified individual] via all of his town email addresses since 2016 to [nine listed people or groups].” SPR25/0194 “All fleet records for police department from January 1st 2014 – December 19th 2024[.]” SPR25/0195 “All items paid for the ARPA funding[,] as well as the dates or date ranges[.]” The Town provided Mr. Casdin with a response on January 7, 2025. Unsatisfied with the Town’s response, Mr. Casdin petitioned this office and these appeals were opened as a result. In a telephone call with the Town on January 30, 2025, the Town confirmed that it intends on providing a supplemental response. Accordingly, the Town is ordered to provide Mr. Casdin with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
