The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 4, 2025 SPR25/0263 Christine Finocchiaro Records Clerk Saugus Police Department 27 Hamilton Street Saugus, MA 01906 Dear Ms. Finocchiaro: I have received the petition of Randy M. Shuman, Esq. appealing the nonresponse of the Saugus Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 10, 2025 Attorney Shuman requested the following records regarding an identified incident: 1. All proof of vaccinations; 2. All licensing; 3. All records regarding this incident and all prior or subsequent reported biting incidents; 4. All photographs; 5. All Police and/or animal control reports; 6. All orders of quarantine or restraint. Claiming to not yet have received responsive records, Attorney Shuman petitioned this office and this appeal, SPR25/0263, was opened as a result. Subsequently, I learned that the Department provided Attorney Shuman with a response on January 29, 2025. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. Attorney Shuman may appeal the substantive nature of the Department’s January 29th response within ninety (90) days. See 950 C.M.R. 32.08(1).
