General Counsel Human Resources Division 100 Cambridge Street, Suite 600 Boston, MA 02114 Dear Attorney Heffernan: I have received the petition of Colin X (“requestor”) appealing the response of the Human Resources Division (Division) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 18, 2024, the requestor requested six categories of records “related to the changes made to the police promotional exam following the 29022 Tatum v. Commonwealth case, and information regarding the 2023 and 2024 police promotional exam.” Prior Appeals This request was the subject of prior appeals. See SPR24/3354 Determination of the Supervisor of Records (December 20, 2024) and SPR25/0191 Determination of the Supervisor of Records (January 30, 2025). In my January 30th determination, I learned that the Division provided a further response on January 23, 2025. Unsatisfied with the Division’s response, the requestor petitioned this office, and this appeal, SPR25/0303, was opened as a result. Subsequently, I learned that the Division provided a further response on February 5, 2025. Where this appeal was opened as a result of the Division’s January 23rd response, I will now consider this administrative appeal closed. The requestor may appeal the substantive nature of the Division’s February 5th response within ninety (90) days. See 950 C.M.R. 32.08(1).
