City Solicitor City of Quincy 1305 Hancock Street, 3rd Floor Quincy, MA 02169 Dear Attorney Timmins: I have received the petition of Jeanne Owens appealing the response of the City of Quincy (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 18, 2024, Ms. Owens requested “… a copy of any lease, attachments, addenda, or other supporting material associated with Order 2024-139 Home Rule Petition Quarry Hills Extension of Existing Lease as approved at the December 16, 2024 Ordinance and City Council meeting.” The City provided responses on December 18, 2024 and January 17, 2025. Unsatisfied with the City’s responses, Ms. Owens petitioned this office and this appeal, SPR25/0322, was opened as a result. It is my understanding that the City intends on providing a further response to Ms. Owens. Accordingly, the City is ordered to provide Ms. Owens with said response, in a manner consistent with this order, the Public Records Law and its Regulations within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Ms. Owens may appeal the substantive nature of the City’s response within ninety days. See 950 C.M.R. 32.08(1).
