The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 18, 2025 SPR25/0356 Stephanie Carrara Interim Town Clerk Town of Stoughton 10 Pearl Street Stoughton, MA 02072 Dear Ms. Carrara: I have received the petition of John J. Stagnone appealing the response of the Town of Stoughton (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 13, 2024, Mr. Stagnone requested, “a copy of the letters sent by the Town/Select Board to SMAC in the past a month or so and … a copy of SMAC’s response.” The Town responded on January 9, 2025, providing records responsive to the request. The Town provided additional responses from January 22 to January 27, 2025. Unsatisfied with the Town’s responses and claiming the Town possesses additional responsive records, Mr. Stagnone appealed, and this case, SPR25/0356, was opened as a result. It is my understanding that the Town intends on providing a supplemental response. Accordingly, the Town is ordered to provide Mr. Stagnone with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Stagnone may appeal the substantive nature of the Town’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: John J.
