The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 12, 2025 SPR25/0386 Chief Mark Smith North Brookfield Police Department 55 School Street North Brookfield, MA 01535 Dear Chief Smith: I have received the petition of Shawn Blankenship appealing the response of the North Brookfield Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 8, 2025, Mr. Blankenship requested, “copies of the following materials and documents in reference to [a named individual] and his arrest…” [1] Officers on duty in the North Brookfield police department on the date of December 14, 2024. [2] All documents pertaining to [a named individual] including but not limited to, statements, modified narratives, reports, etc. [3] Body cam footage of [a named individual] and all other officers at time of arrest during entire process uncut unredacted. [4] All department camera footage including lobbies processing area and all areas of [a named individual’s] processing and lock up. [5] All audio video recordings of any and all interviews. [6] Exact date and time of arrest. [7] Approving officer [8] Date the complaints were sent to the East Brookfield district court and who sent them. [9] Name of District attorney on the case. [10] All documents and response from the court. The Department provided a response on February 6, 2025. Unsatisfied with the Department’s response, Mr. Blankenship petitioned this office and this appeal, SPR25/0386, was opened as a result. It is my understanding that the Department intends on providing a supplemental response.
