The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 24, 2025 SPR25/0404 Ross Mulkerin Records Access Officer Nashoba Regional School District 50 Mechanic Street Bolton, MA 01740 Dear Mr. Mulkerin: I have received the petition of Russ Williston appealing the response of the Nashoba Regional School District (District) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 7, 2024, Mr. Williston requested, “[a]ll complaints received by the district regarding [a named individual].” Previous Appeal and Petition This request was the subject of a prior appeal and time petition. See SPR24/2866 Determination of the Supervisor of Records (October 31, 2024) and SPR24/3096 Determination of the Supervisor of Records (November 19, 2024). In my October 31st determination, I found that the District had not met its burden under Exemptions (b) and (c) of the Public Records Law to withhold the responsive records. In my November 19th determination, I found that the District had submitted its petition more than ten business days after receipt of the request. The District responded on December 18, 2024. Unsatisfied with the response, Mr. Williston petitioned this office and this appeal, SPR25/0404, was opened as a result. Subsequently, the District provided a supplemental response on February 21, 2025. Where this appeal was opened as a result of the District’s December 18th response, I will now consider this administrative appeal closed. Mr. Williston may appeal the substantive nature of the District’s February 21st response within ninety days. See 950 C.M.R. 32.08(1).
