City Solicitor City of Quincy 1305 Hancock Street Quincy, MA 02169 Dear Attorney Timmins: I have received the petition of Deborah Riley appealing the response of the City of Quincy (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 4, 2024, Ms. Riley requested, “the bid responses and any publicly available supporting information for the bid project entitled: sculpture(s) for the Massachusetts Tribe at Ponkapoag three sisters statute project[,] as well as any invoices, statements, change orders or project status information for this purchase.” Previous Appeal This request was the subject of a previous appeal. See SPR25/0250 Determination of the Supervisor of Records (February 5, 2025). In my February 5th determination, I learned that the City intended on providing Ms. Riley with a supplemental response. The City responded on February 6, 2025. Unsatisfied with the City’s response, Ms. Riley petitioned this office and this appeal, SPR25/0509, was opened as a result. It is my understanding that the City intends on providing a supplemental response. Accordingly, the City is ordered to provide Ms. Riley with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Ms. Riley may appeal the substantive nature of the City’s response within ninety days. See 950 C.M.R. 32.08(1).
