The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 7, 2025 SPR2/0511; SPR25/0513 Julie Ciollo, Esq. Assistant General Counsel Records Access Officer Massachusetts Bay Transportation Authority 10 Park Plaza, Suite 7760 Boston, MA 02116 Dear Attorney Ciollo: I have received the petitions of Lucas Uhl, of Boston Globe Media Partners, LLC, on behalf of Shannon Larson, of the Boston Globe, appealing the response of the Massachusetts Bay Transportation Authority (MBTA) to two requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 10, 2024, Ms. Larson requested: SPR25/0511 The recordings (and transcripts, if available) of all radio transmissions between MBTA Green Line operators, MBTA Green Line Dispatch/Yards (GL Road, Reservoir Yard, Riverside Yard, and Inner Belt Yard), and Transit Police between the hours of 12 a.m. and 2 a.m. on Sunday, Feb. 9, 2025. SPR25/0513 ... any and all video that captured the collision between two Green Line trains at East Somerville Station in Somerville on the morning of Feb. 9, 2025. The MBTA provided responses on February 10, 2025 and February 13, 2025. Unsatisfied with the responses, Mr. Uhl petitioned this office and these appeals, SPR25/0511 and SPR25/0513, were opened as a result. It is my understanding that the MBTA intends on providing a further response to Mr. Uhl to address the records requests. Accordingly, the MBTA is ordered to provide Mr. Uhl with said response in a manner consistent with the Public Records Law and its Regulations within 10 business days. A copy of any such response must be provided to this office. It is preferable to One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us Julie Ciollo, Esq.
