The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 12, 2025 SPR24/0585 Angie Sprang Records Access Officer Consultant Town of Truro 24 Town Hall Road Truro, MA 02666 Dear Ms. Scoullar: I have received the petition of Jon Slater appealing the response of the Town of Truro (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 20, 2024, Mr. Slater requested, “any and all public communications (including texts, documents, notes, emails, mail and conversation notes) initiated and/or received between May 1, 2024 and August 19, 2024 that are held by the Town of Truro in which [a named individual] is a recipient, sender, or his name is in the title, message or attachments in such communications are found…” Previous Appeal This request was the subject of a previous appeal. See SPR24/3303 Determination of the Supervisor of Records (December 18, 2024). In my December 18th determination, I found that the Town did not meet its burden establishing the existence of an attorney-client relationship in compliance with Suffolk and the Public Records Law. The Town provided responses on January 8, 2025. Unsatisfied with the responses, Mr. Slater petitioned this office and this appeal, SPR25/0585, was opened as a result. It is my understanding that the Town intends on providing a supplemental response. Accordingly, the Town is ordered to provide Mr. Slater with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Slater may appeal the substantive nature of the Town’s response within ninety days. See 950 C.M.R. 32.08(1).
