The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 10, 2025 SPR25/0599 Anne Drouin City Clerk City of Methuen 41 Pleasant Street Searles Building, Room 112 Methuen, MA 01844 Dear Ms. Drouin: I have received the petition of Jonathan Gerhardson appealing the nonresponse of the City of Methuen (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 13, 2025, Mr. Gerhardson requested the following: ...[r]ecords related to the city/town of Methuen’s use of money received through the Statewide Opioid Settlement, including the following: FY 2023, FY2024 municipal expenditure report as submitted to caremass.org. The City’s balance sheet for its opioid settlement funds account. Records related to expenditures made from this account, or with settlement funds that demonstrate what the money was spent on, for what purpose, who was paid, etc. Claiming to not yet have received responsive records, Mr. Gerhardson petitioned this office and this appeal, SPR25/0599, was opened as a result. Subsequently, I learned that the City provided Mr. Gerhardson with a response on March 4, 2025, and subsequently on March 6, 2025. Where this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed. Mr. Gerhardson may appeal the substantive nature of the City’s responses within ninety (90) days. See 950 C.M.R. 32.08(1).
