The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 20, 2025 SPR25/0653 Melanie Roucoulet Clerk Dalton Fire District 20 Flansburg Avenue Dalton, MA 01226 Dear Ms. Roucoulet: I have received the petition of Christian Tobin appealing the response of the Dalton Fire District (District) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 9, 2025, Mr. Tobin requested: [1.] The executive session meeting minutes of the Dalton Fire District’s Board of Water Commissioners for meetings held on or about January 12 and January 13, 2024, pertaining to discussions regarding my employment as Fire Chief. [2.] A copy of any offer of employment extended to me on or about the above dates. The District responded on February 19, 2025, providing a fee estimate. Unsatisfied with the District’s responses, Mr. Tobin petitioned this office and this appeal, SPR25/0653, was opened as a result. It is my understanding that the District intends on providing a supplemental response. Accordingly, the District is ordered to provide Mr. Tobin with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Tobin may appeal the substantive nature of the District’s response within ninety days. See 950 C.M.R. 32.08(1).
