Hassett Drive Medford, MA 02155 Dear Ms. Reid: I have received the petitions of Bruce Edwards appealing the response of City of Medford (City) to two requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). SPR25/0672 On February 7, 2025, Mr. Edwards requested the following: [1] A copy of the law, act, city ordinance, rule, regulation, order, or other instrument that gives the City of Medford the legal authority to issue parking violation notices. [2] A copy of the law, act, city ordinance, rule, regulation, order, or other instrument that gives the City of Medford the legal authority to file notice with the Massachusetts Registrar of motor vehicles, against the registered owner of a motor vehicle with unpaid parking violation notices, so that the Registrar may take action against the license and/or registration of the owner of the vehicle. The City responded on February 25, 2025. SPR25/0674 On January 22, 2025, Mr. Edwards requested the following: Information regarding the chapter and section of the Massachusetts General Laws that gives the City of Medford the authority to establish parking rules and regulations and issue parking violation notices. Unsatisfied with the City’s responses, Mr. Edwards petitioned this office, and these appeals were opened as a result. Subsequent to the opening of these appeals, based on a telephone conversation between this office and the City on March 18, 2025, I understand that the City intends to provide a supplemental response to Mr. Edwards. Accordingly, said response must be provided in a manner consistent with the Public Records Law and its Regulations within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. If issues remain unresolved, Mr. Edwards may appeal the substantive nature of the City’s supplemental response within ninety days. See 950 C.M.R. 32.08(1).
