Assistant City Solicitor City of Worcester Law Department 455 Main Street, Room 301 Worcester, MA 01608 Dear Attorney Thompson: I have received the petition of Aaron (“requestor”) appealing the response of the City of Worcester (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 23, 2025, the requestor sought the following: [1][A] copy of [an identified] letter in full, along with the full name, position, City email address, and City phone number of the person who wrote the letter, any emails to their City email address, either to or from this person between 1/20/2025 and 1/24/2025[;] [2] If this person was issued a City provided cellular device, I am additionally requesting any text messages between 1/20/2025 and 1/24/2025. The City responded on March 18, 2025, and March 19, 2025. Unsatisfied with the City’s responses, the requestor petitioned this office and this appeal, SPR25/0772, was opened as a result. Subsequently, I learned that the City intends on providing a supplemental response to the requestor. Accordingly, the City is ordered to provide the requestor with said response in accordance with the Public Records Law, its Regulations and this order within ten (10) business days. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. The requestor may appeal the substantive nature of the City’s response within ninety (90) days.
