See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 23, 2025, Mr. Casdin requested the following: [1] Exactly when the processing of my LTC application was initiated (day/month/year) [2] All information that led to final determination including data from other states used in your “investigation” as well as written explanations given to you by myself at your request and any other information tied to my file that you have not disclosed [3] Date I was fingerprinted [4] Name of state trooper who fingerprinted me [5] Exact date (day/month/year) that my LTC application was sent to the state police for final review [6] Exact date (day/month/year) that my LTC application was sent back “to local police department” as firearms records bureau confirmed [7] The precise reason that my LTC application was sent back to the Cummington police Chief . . . after State Police had it [8] Exact date (day/month/year) that you wrote a denial letter for my LTC application [9] Exact date (day/month/year) you gave me that letter [10] The reason you chose to give it to me in person rather than send it certified USPS as you had stated you had done or were going to do multiple times in emails to town officials [11] Exact date (day/month/year) that my file was closed in the state system One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832 • Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

Brian Gilman SPR25/0796 Page 2 April 1, 2025 [12] Exact date (day/month/year) that funds I paid Police Chief . . . were turned over to the town of Cummington [13] Why you contacted the Northampton State police barracks for “officer assistance” to deliver a simple letter to me in person. Why did you choose to park the wrong way on a state highway and approach my home at 6pm to hand me a simple letter [14] Was state trooper [identified individual] aware of the circumstances? Why he was needed for such a simple task as this at 6pm. Why was it so urgent that contacting me first was out of the question and parking in the correct direction was not possible? [15] Any other details that are related to my LTC application. Any items left out will be considered if they are discovered at a later date so please ask me for clarification immediately if there are any questions[.] Claiming to not yet have received responsive records, Mr. Casdin petitioned this office and this appeal, SPR25/0796, was opened as a result. Subsequently, I learned the Town intends on providing a written response to Mr. Casdin. Accordingly, the Town is ordered to provide Mr. Casdin with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
