The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 8, 2025 SPR25/0845 Carol Ann Desiderio City Clerk City of Malden 215 Pleasant Street Malden, MA 02148 Dear Ms. Desiderio: I have received the petition of Ethan Bagley appealing the response of the City of Malden (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 12, 2025, Mr. Bagley requested “… all emails containing the word ‘homeless’ sent to or from [29 specified email addresses] between the dates of December 1, 2024 to February 11, 2025.” The City responded on February 27, 2025. Unsatisfied with the City’s response, Mr. Bagley petitioned this office and this appeal, SPR25/0845, was opened as a result. Subsequently, I learned that the City provided Mr. Bagley with a supplemental response on April 3, 2025. Where this appeal was opened as a result of the City’s February 27th response, I will now consider this administrative appeal closed. Mr. Bagley may appeal the substantive nature of the City’s April 3rd response within ninety days. See 950 C.M.R. 32.08(1).
