The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 17, 2025 SPR25/0922 Robyn Gay Records Access Officer City of Westfield 59 Court Street Westfield, MA 01085 Dear Ms. Gay: I have received the petition of Brittany Freeman, of Scripps News, appealing the response of the City of Westfield (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 20, 2025, Ms. Freeman requested the following: [A named individual] was arrested in 2022 and 2023.... I am writing in hopes of obtaining police reports and/or statements of facts for those arrests, as it appears in court records that the cases have been adjudicated. I am also hoping to obtain any police videos that show [the individual] being questioned/interrogated in connection with these cases. The City responded on April 3, 2025. Unsatisfied with the City’s response, Ms. Freeman petitioned this office, and this appeal, SPR25/0922, was opened as a result. Subsequent to the opening of this appeal, I learned that the City intends to provide a supplemental response to Ms. Freeman. Accordingly, said response must be provided in a manner consistent with the Public Records Law and its Regulations within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. If issues remain unresolved, Ms. Freeman may appeal the substantive nature of the City’s supplemental response within ninety days. See 950 C.M.R. 32.08(1).
