The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 16, 2025 SPR25/0950 Stephanie Carrara Interim Town Clerk Town of Stoughton 10 Pearl Street Stoughton, MA 02072 Dear Ms. Carrara: I have received the petition of John J. Stagnone appealing the response of the Town of Stoughton (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 5, 2025, Mr. Stagnone requested, “… 2 SMAC employee affidavits/ statements which [an identified Select Board member] has in his possession. These documents were sent to Town Counsel and made available to Select Board members via of a link but not provided to me as part of my original request.” The Town responded on March 20, 2025. Unsatisfied with the Town’s response, Mr. Stagnone appealed, and this case, SPR25/0950, was opened as a result. It is my understanding that the Town intends on providing a supplemental response. Accordingly, the Town is ordered to provide Mr. Stagnone with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Stagnone may appeal the substantive nature of the Town’s response within ninety days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: John J. Stagnone Alexander M.
