Farr appealing the nonresponse of the Webster Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 21, 2025, Mr. Farr requested the following records related to the seizure and towing of his RV on January 28, 2025: [1] The names and badge numbers of all officers present, including the two sergeants and captain involved. [2] All available body cam and dash cam footage related to the incident. [3] Incident reports, officer notes, or other written documentation from that day. [4] Police dispatch logs with time stamps from the time of the incident. [5] Any backup call logs or records showing which officers responded. [6] Phone calls, emails, or texts between the Police Department and: - The Judge, - The Chief of Police, - The Town Manager, or other officials, regarding the incident. [7] All communications between the Police Department and the towing company used. [8] A copy of the citation or RMV notice that led to the seizure. [9] Any documents sent to or received from the Registry of Motor Vehicles regarding the incident. Claiming to not yet have received responsive records, Mr. Farr petitioned this office and this appeal, SPR25/0976, was opened as a result. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. Mr. Farr may appeal the substantive nature of the Department’s April 17th and April 18th responses within ninety (90) days. See 950 C.M.R. 32.08(1).
