The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 17, 2025 SPR25/0990 Kathryn Forina, MCPPO Legal Administrator/Records Access Officer Town of Andover 36 Bartlet Street Andover, MA 01810 Dear Ms. Forina: I have received the petition of Kathleen Grant appealing the response of the Town of Andover (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 26, 2025, Ms. Grant requested, “. . . the draft Active Transportation Plan document and the final version. The plans were referenced at the end of the March 19, 2024 Complete Street presentation.” The Town provided a response on April 9, 2025. Unsatisfied with the Town’s response, Ms. Grant petitioned this office and this appeal, SPR25/0990, was opened as a result. Subsequent to the opening of this appeal, I learned that the Town provided a supplemental response by email to Ms. Grant and this office on April 16, 2025. As this appeal was opened based on the Town’s April 9th response, I will now consider this administrative appeal closed. If unresolved issues remain, Ms. Grant may further appeal the substantive nature of the Town’s April 16th response within ninety (90) days. See 950 C.M.R. 32.08(1).
