The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 23, 2025 SPR25/0999 James Lovell Chief of Police Danvers Police Department 120 Ash Street Danvers, MA 01923 Dear Chief Lovell: I have received the petition of Shawn Wiley appealing the nonresponse of the Danvers Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 18, 2025, Mr. Wiley requested the following: 1. All emails, correspondence, and communications (including attachments) to or from [identified email addresses][;] 2. Any emails or correspondence from the above email addresses that have been incorporated into a closed file for acknowledgment purposes, including but not limited to internal references, summaries, or notations[;] 3. Any records acknowledging the criminal allegations I have brought forward regarding child endangerment, including, but not limited to: • Official acknowledgment of the allegations Reported to [an identified individual]. • Any internal efforts made to investigate the claims of child endangerment and any involvement of [an identified individual] in the alleged acts. • Any internal or external communications regarding whether the department sought further clarity or evidence regarding these claims. • Any actions taken to escalate, refer, or direct the appropriate department or agency to investigate these serious allegations[;] 4. Subsequently, I learned that the Department provided Mr. Wiley with a response on April 23, 2025. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed.
