The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records May 5, 2025 SPR25/1230 Shannon T. Phillips City Solicitor City of Melrose 562 Main Street Melrose, MA 02176 Dear Attorney Phillips: I have received the petition of Tony Gimenez appealing the nonresponse of the City of Melrose (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 30, 2025, Mr. Gimenez requested “the top 25 paid municipal employees with the data fields Last Name, First Name, Base/OT/Opt, Detail Pay (if applicable), Total and the residential zip code of the employee for 2024.” Claiming to not yet have received responsive records, Mr. Gimenez petitioned this office and this appeal, SPR25/1230, was opened as a result. Subsequently, I learned that the City provided Mr. Gimenez with responses on April 24, 2025 and May 5, 2025. Where this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed. Mr. Gimenez may appeal the substantive nature of the City’s responses within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Tony Gimenez One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832 • Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
