Assistant General Counsel Office of the General Counsel Department of Children and Families McCormack Building 1 Ashburton Place, 3rd Floor Boston, MA 02108 Dear Attorney Treat: I have received the petition of Kasandra Marchant appealing the nonresponse of the Department of Children and Families (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 23, 2025, Ms. Marchant requested records regarding [an identified individual], who [was understood to be] employed by the Department of Children and Families as a Level One Social Worker during the period of 2022–2023: [1] Confirmation of [an identified individual]’s dates of employment and role with DCF. [2] Any documentation, communications, or referrals involving [an identified individual] and Family & Community Resources, Inc. (specifically their visitation center in Brockton or Braintree). [3] Any policies regarding social worker referrals to third-party visitation centers, especially regarding conflict of interest disclosures. Claiming to not yet have received responsive records, Ms. Marchant petitioned this office and this appeal, SPR25/1238, was opened as a result. Subsequently, I learned the Department intends on providing a written response to Ms. Marchant. Accordingly, the Department is ordered to provide Ms. Marchant with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Ms. Marchant may appeal the substantive nature of the Department’s response within ninety days. See 950 C.M.R. 32.08(1).
