Assistant General Counsel Executive Office of Health and Human Services 1 Ashburton Place, 11th Floor Boston, MA 02108 Dear Attorney Carr: I have received the petition of Steve Schoonveld appealing the response of the Executive Office of Health and Human Services (Office) to a request for public records. See G. L. c. 66 § 10A; see also 950 C.M.R. 32.08(1). On April 8, 2025, Mr. Schoonveld requested, “[d]raft reports, files, research materials, slide decks shared with EOHHS and other Commonwealth staff, regarding the Feasibility Study - LTC Insurance Procurement, performed by Milliman.” The Office responded on April 30, 2025. Unsatisfied with the Office’s response, Mr. Schoonveld petitioned this office and this appeal, SPR25/1319, was opened as a result. Subsequently, I learned that the Office sent a further response to Mr. Schoonveld on May 23, 2025. Where the basis of this appeal was opened as a result of the Office’s April 30, 2025 response, I will now consider this administrative appeal closed. Mr. Schoonveld may appeal the substantive nature of the Office’s May 23rd response within ninety (90) days. See 50 C.M.R. 32.08(1).
