The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records May 22, 2025 SPR25/1343 Kate Silvia Director of Communications Department of Corrections 50 Maple Street, Suite 3 Milford, MA 01757 Dear Ms. Silvia: I have received the petition of Dirk Greineder appealing the nonresponse of the Department of Corrections (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 12, 2025, Mr. Greineder requested the following records from his February 20, 2025 public records request: [1] For MCI-Norfolk, the monthly “Clinical Services Practitioner Matrix Reports” … for the months of July, August, September and December 2024 [and] ... January 2025 report as well[.] [2] For MCI-Norfolk, the complete “Monthly Position Control and Vacancy Reports” … for July, August, September, December 2024 and now also January 2025, plus the missing data from the Position Control and Vacancy Reports covering October and November 2024 (as no data for the vacancies of either Nurse Practioners or Medical Director were included in the records sent on March 4, 2025). [3]... the additional monthly reports required to be sent from VitalCore to the ADC listing “all personnel who have been hired or who have been separated from employment during the previous month, including position numbers, titles, FTE, Facility, and shift for each such position” …. I now again request these section 3.5.9 reports for MCI-Norfolk for the months of July, August, September, October, November and December of 2024 and now also for January 2025. Claiming to not yet have received responsive records, Mr. Greineder petitioned this office and this appeal, SPR25/1343, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response.
