Office of the City Attorney City of Lawrence 200 Common Street Lawrence, MA 01840 Dear Attorney Houten: I have received the petition of Patrick Courtney, of Foundation for Fair Contracting of Massachusetts, appealing the response of City of Lawrence (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 9, 2025, Mr. Courtney requested, “…certified payroll records for any and all work performed by any and all contractors on the Lawrence Police Station Project.” The City responded twice on April 17, 2025. Unsatisfied with the City’s responses, Mr. Courtney petitioned this office and this appeal, SPR25/1419, was opened as a result. Subsequent to the opening of this appeal, I learned that the City provided Mr. Courtney with a further response on May 21, 2025. In an email dated May 21, 2025, Mr. Courtney informed this office that he wishes to withdraw his appeal. Accordingly, I will now consider this administrative appeal closed.
