Assistant City Solicitor City of Worcester Law Department 51 Sever Street Worcester, MA 01609 Dear Attorney Thompson: I have received the petition of David Webb appealing the response of the City of Worcester (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 27, 2024, Mr. Webb requested, “[a]ll police reports and any bodyworn footage from the response to the reported assault and battery at … Grafton St[.]” The City provided a response on January 10, 2025. Subsequently, Mr. Webb modified his request to “15 minutes of footage from three different officers, showing the victim reporting and any interaction with [an identified individual], or inside the venue[.]” The City provided another response on May 23, 2025. Unsatisfied with the City’s response, Mr. Webb petitioned this office and this appeal, SPR25/1477, was opened as a result. Subsequently, the City provided a supplemental response on May 30, 2025. Where this appeal was opened as a result of the City’s May 23rd response, I will now consider this administrative appeal closed. Mr. Webb may appeal the substantive nature of the City’s May 30th response within ninety days. See 950 C.M.R. 32.08(1).
