The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 11, 2025 SPR25/1528 Marleen Conner Chief Financial Officer Pioneer Valley Performing Arts Charter Public School 15 Mulligan Drive South Hadley, MA 01075 Dear Marleen Conner: I have received the petition of Emily Pfeiffer appealing the nonresponse of the Pioneer Valley Performing Arts Charter Public School (School) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 14, 2025, Ms. Pfeiffer requested the following: [T]he notes from the executive sessions that the board held on the following dates: [1] January 14, 2025 – “to hear complaints and allegations involving an employee” [2] March 4, 2025 – “to conduct strategy sessions in preparation for negotiations win [sic] nonunion personnel or to conduct collective bargaining sessions or contract negotiations with nonunion personnel” [3] March 11, 2025 – “to conduct strategy sessions in preparation for negotiations with nonunion personnel or to conduct collective bargaining sessions or contract negotiations with nonunion personnel (Head of School . . .)” [5] March 26, 2025 – “to conduct strategy sessions in preparation for negotiations with nonunion personnel or to conduct collective bargaining sessions or contract negotiations with nonunion personnel (Head of School . . .)” Claiming to not yet have received responsive records, Ms. Pfeiffer petitioned this office and this appeal, SPR25/1528, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the School has provided a response. Accordingly, the School is ordered to provide Ms. Pfeiffer with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days.
