The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 10, 2025 SPR25/1545 Joanne Roomey Records Access Officer City of Salem 93 Washington Street Salem, MA 01970 Dear Ms. Roomey: I have received the petition of Steven Lane appealing the response of the City of Salem (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 14, 2025, Mr. Lane requested: All records and documents concerning 005 Broad Street Project (Residences at Broad Street), including but not limited to the Response to the Request for Proposals, Evaluations of Responses, the award of development rights, financial disclosures, extensions, public meeting records, Project plans, communication concerning the Project, contracts, tax credits. The City responded several times providing records responsive to the request. Its latest response came on April 25, 2025. Unsatisfied with the City’s multiple responses and claiming the City possesses additional responsive records, Mr. Lane appealed, and this case, SPR25/1545, was opened as a result. Subsequently, the City provided a supplemental response on June 10, 2025. Where this appeal was opened as a result of the City’s previous responses, I will now consider this administrative appeal closed. Mr. Lane may appeal the substantive nature of the City’s June 10th response within ninety days. See 950 C.M.R. 32.08(1).
