Fernandez Public Records Coordinator City of Quincy Office of the City Clerk 1305 Hancock Street Quincy, MA 02169 Dear Ms. Fernandez: I have received the petition of James Murphy appealing the nonresponse of the City of Quincy (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 20, 2025, Mr. Murphy requested “[a] copy of the Contract between the City of Quincy Mayor Thomas Koch and the Brewster Ambulance between the years 2020-2021-2022- 2023-2024-2025.” Claiming to not yet have received responsive records, Mr. Murphy petitioned this office and this appeal, SPR25/1600, was opened as a result. Subsequently, I learned the City intends on providing a written response to Mr. Murphy. Accordingly, the City is ordered to provide Mr. Murphy with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Murphy may appeal the substantive nature of the City’s response within ninety days. See 950 C.M.R. 32.08(1).
