The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 16, 2025 SPR25/1614 Shannon Phillips, Esq. City Solicitor City of Melrose 562 Main Street Melrose, MA 02176 Dear Attorney Phillips: I have received the petition of Paula Ellis appealing the nonresponse of the City of Melrose (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 22, 2025, Paula Ellis requested the following: [P]]ublic documents for the following . . . years 2024 and 2025. 1. All employees of the board of health contact information[;] 2. All employees of the board of health salaries[;] 3. All employees of the board of health hire and termination dates. Claiming to not yet have received responsive records, Ms. Ellis petitioned this office and this appeal, SPR25/1614, was opened as a result. Subsequently, I learned that the City provided Ms. Ellis with a response on June 6, 2025. Where this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed. Ms. Ellis may appeal the substantive nature of the City’s June 6th response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Paula Ellis One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
