The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 24, 2025 SPR25/1643 Otto Frizzell Town Clerk Town of West Springfield J. Edward Christian Municipal Office Building 26 Central Street, Suite 8 West Springfield, MA 01089 Dear Mr. Frizzell: I have received the petition of Kristine Barberi appealing the response of the Town of West Springfield (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 18, 2025, Ms. Barberi requested, “…the police crash report, police report and accident reconstruction report for 12/10/23 around 4:50 PM Amostown/Piper intersection.” The Town responded on June 5, 2025. Unsatisfied with the Town’s response, Ms. Barberi petitioned this office and this appeal, SPR25/1643, was opened as a result. Subsequently, I learned that an attorney for the Town provided a further response on June 12, 2025. Where this appeal was opened based on the Town’s June 5, 2025 response, I will now consider this administrative appeal closed. If unresolved issues remain, Ms. Barberi may appeal the substantive nature of the Town’s June 12th response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Kristine Barberi One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832 • Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
