The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 30, 2025 SPR25/1740 Sergeant Mark Panagiotakos Keeper of Records Lawrence Police Department 90 Lowell Street Lawrence, MA 01840 Dear Sergeant Panagiotakos: I have received the petition of Yousef Raad appealing the response of the Lawrence Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 22, 2025, Mr. Raad requested, “copies of public records: LPD Incident report numbers 24006075 and 24006075-2[.]” Previous Appeal This request was the subject of a previous appeal. See SPR25/1611 Determination of the Supervisor of Records (June 17, 2025). In my June 17th determination, I found that the Department did not meet its burden to withhold responsive records under Exemption (f) of the Public Records Law. The Department provided a response on June 17, 2025. Unsatisfied with the Department’s response, Mr. Raad petitioned this office and this appeal, SPR25/1740, was opened as a result. Subsequently, the Department provided a supplemental response on June 18, 2025. Where this appeal was opened as a result of the Department’s June 17th response, I will now consider this administrative appeal closed. Mr. Raad may appeal the substantive nature of the Department’s June 18th response within ninety days. See 950 C.M.R. 32.08(1).
