The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records July 8, 2025 SPR25/1832 Kathryn Scott City Clerk Town of Greenfield City Hall, Room 104 14 Court Square Greenfield, MA 01301 Dear Ms. Scott: I have received the petition of Shelby Lee, of The Shoestring, appealing the response of the City of Greenfield (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 24, 2025, Shelby Lee requested the following records: [1] Any and all communications, including but not limited to emails, between Mayor ... and the Superintendent of Schools ... regarding the FY26 schools budget. [2] Any and all communications, including but not limited to emails, between Mayor ... and the Superintendent of Schools ... regarding the schools redistricting and/ or consolidation plan. [3] Any and all communications, including but not limited to emails, between [an identified individual] and School Committee chair ... regarding the FY26 schools budget. [4] Any and all communications, including but not limited to emails, between [an identified individual] and School Committee chair ... regarding the schools redistricting and/ or consolidation plan. [5] Any and all communications, including but not limited to emails, between Mayor ... and School Committee chair ... regarding the FY26 schools budget. [6] Any and all communications, including but not limited to emails, between Mayor ... and School Committee chair ... regarding the schools redistricting and/ or consolidation plan. The City responded on June 25, 2025. Unsatisfied with the City’s response, Shelby Lee petitioned this office and this appeal, SPR25/1832, was opened as a result.
