The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records July 3, 2025 SPR25/1834 Grace Jung Director of Public Records City of Boston One City Hall Square, Room 615 Boston, MA 02201 Dear Ms. Jung: I have received the petition of Brian McCarter appealing the nonresponse of the City of Boston (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 8, 2025, Mr. McCarter requested the following records: [1] Computer-Aided Dispatch (CAD) logs and 911 call summaries for all calls from January 1, 2022 to present involving: The full range of [identified addresses]. . .[;] [2] Incident reports, related to the above CAD calls, particularly any involving drug activity, overdoses, assaults, robberies, or related public safety issues[;] [3] Internal communications (emails, memos, or reports) from January 1, 2022 to present between District D-4 officers or supervisors, BPD Legal Division, BPD Communications Office, the Mayor’s Office, or the Coordinated Response Team, referencing: Drug activity or repeat incidents in the listed locations, Guidance or policy related to not arresting for narcotics violations, Community concerns or public/media strategy regarding drug activity or enforcement near Mass and Cass[.] Claiming to not yet have received responsive records, Mr. McCarter petitioned this office and this appeal, SPR25/1834, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the City has provided a response. Accordingly, the City is ordered to provide Mr. McCarter with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days.
