The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records July 15, 2025 SPR25/1913 Keith Houghton Chief of Police Chelsea Police Department 19 Park Street Chelsea, MA 02150 Dear Chief Houghton: I have received the petition of Jessica Vasquez, of the Committee for Public Counsel Services, appealing the nonresponse of the Chelsea Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 5, 2025, Ms. Vasquez requested “[a] list of all CPD dockets/cases in which [an identified individual] was the Reporting Party/Complaining Witness or a Witness from January 1, 2020 to present and the police reports for each case.” Claiming to not yet have received responsive records, Ms. Vasquez petitioned this office and this appeal, SPR25/1913, was opened as a result. Subsequently, I learned that the Department provided Ms. Vasquez with a response on July 2, 2025. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. Ms. Vasquez may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
