See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 21, 2025, Ms. Zhong requested: [1] Documents outlining the appointment policy, timelines, and procedures for selecting members of the Finance and Warrant Commission, including any relevant town bylaws, charter provisions, or guidelines[;] [2] Records specifying the exact start and end dates of the terms for all current Finance and Warrant Commission members[;] [3] The total number of individuals who submitted applications, resumes, letters of interest, or any other documents for appointment to the Finance and Warrant Commission between January 1, 2025, and May 19, 2025[;] [4] Copies of all applications, resumes, letters of interest, or any other documents submitted by those individuals for appointment to the Commission during this period[;] [5] Any related correspondence or records pertaining to the number of applicants or their applications for the Commission during this timeframe. Claiming to not yet have received responsive records, Ms. Zhong petitioned this office and this appeal, SPR25/1955, was opened as a result. Subsequently, I learned that the Town provided Ms. Zhong with responses on July 8, 2025 and July 10, 2025. Where this appeal was opened as a result of the Town’s lack of a written response, I will now consider this administrative appeal closed. It is my understanding that Ms. Zhong has appealed the responses resulting in a new appeal which is currently opened as SPR25/1994.
