See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 24, 2025, Mr. Laudani requested the following: [C]opies of public records related to project approvals and hearing documentation within the Highland Park Architectural Conservation District (HPACD), as follows: This request covers the following specific properties and meetings: 1. 273 Highland Street (E+ Highland Street Residential Project) - Meeting Date: June 2024 - Request: All application materials, meeting minutes, vote records, and final determinations/certificates. [A]lready requested 1 elmwood in previous email but still have not received it[;] 2. 1 Elmwood Street (40-unit development) - Meeting Date: October 24, 2024 - Request: Same as above[;] 3. 75 Dudley Street & 69 Centre Street - Meeting Date: May 22, 2025 - Request: Same as above for each project. Additionally, please include any staff memoranda, internal recommendations, or ratified minutes for any Highland Park ACD Commission meeting from January 2023 through June 2025, whether or not directly related to these projects. Claiming to not yet have received responsive records, Mr. Laudani petitioned this office and this appeal, SPR25/1999, was opened as a result. Accordingly, the City is ordered to provide Mr. Laudani with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
