The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records July 17, 2025 SPR25/2007 Shannon O’Donnell Records Access Officer Massachusetts Port Authority One Harborside Drive, Suite 2005 East Boston, MA 02128 Dear Ms. O’Donnell: I have received the petition of Tom Kimball appealing the response of the Massachusetts Port Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 25, 2025, Mr. Kimball requested, “[s]urveillance video footage from any camera at Hanscom Field that captures activity on the East Ramp outside buildings 1 and 2 during the following time periods: Saturday June 21st 8am to 10am[;] [and] Tuesday June 24th 1:30pm to 3:00pm.” On June 26, 2025, Mr. Kimball provided a detailed description of the activity he was requesting video of, stating, “I am requesting complete surveillance footage of the arrival, servicing, fueling and loading of two aircraft with the tail numbers N668CP (Tuesday 6/24) and N630VA (Saturday 6/21)…I am requesting footage…for the two time periods described in the request, as well as any other cameras which may have captured this activity during the previously specified time periods.” The Authority responded on June 26, 2025. Unsatisfied with the response, Mr. Kimball petitioned this office and this appeal, SPR25/2007, was opened as a result. Subsequently, I learned that the Authority provided Mr. Kimball with an additional response on July 16, 2025. Where this appeal was opened as a result of the Authority’s June 26th response, I will now consider this administrative appeal closed. Mr. Kimball may appeal the substantive nature of the Authority’s July 16th response within ninety (90) days. See 950 C.M.R. 32.08(1).
