See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 11, 2025, Mr. McCarter requested the following: [1] Computer-Aided Dispatch (CAD) logs and 911 call records [f]rom January 1, 2022 to [June 11, 2025] for all calls for service involving: [seven identified locations]…Please include for each call: Date and time[;] Nature or category of the call…[;] Final disposition[;] Any associated case or incident number[;] [2] [R]edacted incident reports for drug activity, overdoses, assaults, threats, or other safety concerns at or near these [identified] addresses[;] [3] All internal emails, memos, and reports created between January 1, 2022 and the present involving any of the following personnel or offices: Officers and supervisors in Boson Police District D-4…[r]egarding: Patterns of drug activity, overdoses, or public safety concerns in the area surrounding [three identified locations][,] Decisions not to arrest, cite, or remove individuals for open drug use or dealing in the above zones[,]Coordination or conflict between harm and reduction services and law enforcement[,] Public records requests, community complaints, or media inquiries involving these locations[.] Claiming to not yet have received responsive records, Mr. McCarter petitioned this office and this appeal, SPR25/2036, was opened as a result. Accordingly, the Department is ordered to provide Mr. McCarter with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
