The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 6, 2025 SPR25/2204 Bill McKinney Town Manager Town of Winchendon 109 Front Street Winchendon, MA 01475 Dear Mr. McKinney: I have received the petition of Marc Dorwart appealing the nonresponse of the Town of Winchendon (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 9, 2025, Mr. Dorwart requested “document(s) showing all payments made by Town of Winchendon to [an identified individual], ex Winchendon Public Schools Superintendent, from January 1, 2025 to current date.” Claiming to not yet have received responsive records, Mr. Dorwart petitioned this office and this appeal, SPR25/2204, was opened as a result. Subsequently, I learned that the Town provided Mr. Dorwart with a response on July 30, 2025. Where this appeal was opened as a result of the Town’s lack of a written response, I will now consider this administrative appeal closed. Mr. Dorwart may appeal the substantive nature of the Town’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
