The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 12, 2025 SPR25/2254 Kate Silvia Director of Communications Department of Correction 50 Maple Street Milford, MA 01757 Dear Ms. Silvia: I have received the petition of Darius Gibson appealing the nonresponse of the Department of Correction (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 22, 2025, Ms. Gibson requested: [1] A[n] index of all emails dates and times between DOC attorney . . . and [an identified individual] regarding civil action 24-1021 out of Worcester Superior Court[;] [2] A copy of all emails between D.O.C. attorney . . . and [an identified individual] regarding transgenders[;] [3] All documentation with redactions stating on 5-21-25 [an identified individual] was given a roommate[;] [4] All documentation stating who assigned [an identified individual] a roommate on 5-21-25[.] Claiming to not yet have received responsive records, Mr. Gibson petitioned this office and this appeal, SPR25/2254, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Mr. Gibson with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office.
