The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 7, 2025 SPR25/2277 Gayle Raducha Town Manager Town of Southbridge 41 Elm Street Southbridge, MA 01550 Dear Ms. Raducha: I have received the petition of Demetri Kasperson appealing the response of the Town of Southbridge (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 14, 2025, Mr. Kasperson requested, “[a] copy of signed All Alcohol Common Victuallers License (liquor license) for 2025, the signed Common Victuallers License for 2025, the signed Entertainment License for 2025, for [an identified company].” On July 18, 2025, Mr. Kasperson stated, “I received the common Vic and entertainment license but have not received the 2025 liquor license as per my request.” The Town provided responses on July 15, 2025, July 21, 2025, and July 29, 2025. Unsatisfied with the responses, Mr. Kasperson petitioned this office and this appeal, SPR25/2277, was opened as a result. Subsequently, I learned that the Town provided Mr. Kasperson with an additional response on August 6, 2025. Where this appeal was opened as a result of the Town’s July 15th, July 21st, and July 29th responses, I will now consider this administrative appeal closed. Mr. Kasperson may appeal the substantive nature of the Town’s August 6th response within ninety (90) days. See 950 C.M.R. 32.08(1).
