See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 2, 2025 and July 7, 2025, in three separate requests, Mr. Murphy requested: SPR25/2287 [1] All video and audio from all devices that are located at … Southern Artery, Quincy Massachusetts 02169 (“Quincy Public Land”) for May 13, 2025 at approximately 10:05am until 11:15 am. SPR25/2288 [1] All Applications for Authorization for Temporary Involuntary Hospitalization’s [sic] signed either individually or together by [six identified Quincy Police Officers][;] [2] All incident reports created to support any Applications for Authorization for Temporary Involunta1y Hospitalization created during the last 5 years[.] SPR25/2290 [1] All witness reports concerning the involuntary 12a of [an identified individual] on May 13, 2025. Terence McDonnell SPR25/2287; SPR25/2288; SPR25/2290 Page 2 August 14, 2025 Claiming to not yet have received responsive records, Mr. Murphy petitioned this office and these appeals, SPR25/2287, SPR25/2288, and SPR25/2290, were opened as a result. Subsequently, I learned that the Department provided Mr. Murphy with a response on August 5, 2025. Where these appeals were opened as a result of the Department’s lack of a written response, I will now consider these administrative appeals closed.
