The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 19, 2025 SPR25/2305 Kate Silvia Director of Communications Department of Correction 50 Maple Street Milford, MA 01757 Dear Ms. Silvia: I have received the petition of Mallory Hanora, of Families for Justice as Healing, appealing the nonresponse of the Department of Correction (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 18, 2025, Ms. Hanora requested: [1] Each state sentenced woman currently incarcerated in MCI-Framingham’s age, race, date of commitment, governing sentence, length of stay in days, time left in prison in days, earliest release date, maximum release date, classification level, last known zip code[;] [2] For each year from 2018 to present: the number of women who applied for medical parole by age and race, the number of women who were approved by age and race, and the number of women who were denied by age and race[;] [3] For each year from 2015 to present: the number of women who were transferred to ICE custody, and whether the woman was pre-trial or sentenced[.] Claiming to not yet have received responsive records, Ms. Hanora petitioned this office and this appeal, SPR25/2305, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide Ms. Hanora with a response to her request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office.
