Miglionico Chief of Police Douglas Police Department 29 Depot Street Douglas, MA 01516 Dear Chief Miglionico: I have received the petition of John (requestor) appealing the nonresponse of the Douglas Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 24, 2025, the requestor sought: [T]he following public records related to the arrest of [an identified individual] on July 4, 2025, and the official records of the officers involved [1] Incident-Related Records[;] [2] Full incident report(s) and arrest report(s) [an identified individual]; [3] Officer statements and supplemental narratives written by: [three identified individuals][;] [4] Body-worn camera footage and cruiser dash cam footage, if available; [5] Dispatch logs or radio transmissions related to the stop and arrest; [6] Field sobriety test logs, breathalyzer results, and any calibration records; [7] Booking and custody logs for Jasmine Poole on 7/4/2025; [8] Use of force reports, if any; [9] Chain of custody records for any evidence collected[;] [10] Officer Personnel and Oversight Records[;] [11] Disciplinary records (past and present) for the three officers listed above; [12] Surety bonds and/or insurance liability bond information (for each officer or department-wide); [13] Current salary information for calendar year 2025 for: [three identified individuals][.] Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR25/2313, was opened as a result. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed.
