See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 24, 2025, Mr. Saia requested: [1] Minutes or video recording for Malden’s November 17, 2020 Finance Committee meeting. [2] Any job postings for positions created by the mayor’s Unite Malden 2020 initiative from 2020 to present day, which should include a Diversity, Equity and Inclusion Coordinator position[.] [3] Any public records that indicate when changes were made to those job descriptions and or titles (For example, the DEI position is currently described as ‘Director’ when it was created as ‘Coordinator’). [4] Any public records or communications regarding hiring recommendations sent or received by the city’s DEI coordinator in the years 2020 through 2022. [5] The 2024 Racial Equity Audit conducted by HCH Enterprises[.] [6] The DEI funding request forms (current or draft form if not complete)[.] [7] Any presented media, minutes, and recordings for two citywide DEI Town Halls that were held in February 2024 and June 2024. This includes but is not limited to any public records that detail the structure and use of the Racial Equity Toolkit (RET) mentioned in a description for tile April 10th workshop, and responses provided by participants regarding next steps for how to apply the Racial Equity Toolkit. [9] Any demographic data on both applicants and new hires going back to the year 2020, for data that is produced on a lime frame that is annual or greater. The City responded on August 4, 2025. Unsatisfied with the City’s response, Mr. Saia petitioned this office and this appeal, SPR25/2317, was opened as a result. Subsequently, I learned that the City provided Mr. Saia with a supplemental response on August 14, 2025. Where this appeal was opened as a result of the City’s August 4th response, I will now consider this administrative appeal closed.
